Answer:

The reason why Athens had more innovations than Sparta is that they both had different approaches to getting along with the rest of the Greeks.  Sparta seemed content to keep to itself and provide army and assistance when necessary. Athens, on the other hand, wanted to control more and more of the land around them. Meaning that Athens wanted to grow bigger so they had a bigger population that helped them create these buildings while on the other hand, the Spartans kept their city reserved.
