I'm not too sure how to save the victim's life in a situation like this, but you SHOULD NOT give oxygen to a victim who has suffered from an explosion at close-range, while under positive pressure.

When energy is required by the cell, storage polymers are hydrolysed to yield glucose molecules, which are the starting point of respiration, a series of chemical regions yielding ATP, the universal cellular energy release molecule.
