The Incas didn't want the people they conquered to have too much power.

The Aztec civilization tried to unify other conquered towns by conducting alliances or partnership to build their empire. They granted independence to the newly conquered territories. The new territories of the empire expected to pay tribute and taxes to the King. In most of the part, their local leaders were allowed to govern.
