At one time the English King Edward III even offered incentives like letting the Flemish weavers set up their own guilds and giving them the freedom to settle where they chose because of the growing cloth industry in England that needed their labor. The King wanted them to share their knowledge of their craft with English weavers. This brought skill and growth to the artisan guilds economy in England.

For example, there were uprisings in what is now Belgium against Count Louis of Nevers in 1323 for example because of rampant inequality and pressure to exact taxes and fees. The rebels would escape persecution in England as it was not far away from the low countries of Belgium and the Netherlands and there were better opportunities at the time in England.
