1. I believe that Miss Penluna can really talk to dolphins because of the strong connection she has with nature, the mystic aurea that she imposes and her distance with human beings and society. This shows that she has a greater sensitivity than ordinary humans, making her able to hear higher beings like dolphins.

2. Kara wants to believe her because she also has a strong feeling that dolphins have something to show and that it will be wonderful for her.

The creation of our Constitution and present form of government was informed by these and other considerations that arose during the years of the Confederation.

Squeaky is full of pride at the beginning. She doesn't see Raymond's ability to run fast in the beginning, at the end she realizes how he always managed to catch up with her when she went somewhere. Squeaky was a bit ignorant at the beginning.
