One of them is the pigs use language and propaganda as tools. The second one is only the pigs are able to read and write. The second one is phrased kind of vaguely because all of the animals learn how to read throughout the book. However, the pigs can read <em>fluently</em>. All of the other animals can only read bits and pieces.
