EXPLANATION  

The last speech by George Washington to his fellow citizens was when he left the presidency. He wrote the letter in 1796 but never sent it. George Washington's leave-taking speech was a letter written by himself as his parting address to those he called "friends and fellow citizens" after he ran the American public service for 20 years (towards the end of his second presidency).

The letter was initially gotten ready by James Madison in June 1792, near the end of his first term. However, he postponed and chose to run again for a second term seeing the fierce dispute that took place. The Washington letter became widely discussed and was immediately printed repeatedly by newspapers throughout the country, and then also published in the form of pamphlets.

The letter was written with the Address of General Washington with the subject being addressed by the American People. It was published in the American Daily on September 19, 1796. Washington discussed the dangers of political party divisions and strongly warned against permanent alliances between the United States and other countries.
