He decided to attack Hannibal in Carthage, which eventually led to a famous battle of Zama in 202 BC.

Explanation:

Scipio accepted the role of proconsul in a period when everyone believed that Rome has no way to defend themselves from the attack of Carthage. Still, after successful campaign in Hispania, Scipio decided to attack Hannibal on his own soil. After he managed to defeat Hannibal's army in the battle of Zama he signed a treaty. Rome became the leader of Mediterranean.
