Temples were sanctuaries, not because the building itself but because it was consecrated by a specific ritual and a dedication for that specific goddess. Sometimes they were also having senate/council meetings and they were celebrating triumph, because even if these 2 thinghs weren't sacred activities (they were profane) they were for the well-being of the citizens, so they still considered them as such. They were usually having those profane activities in and outside Saturn's and Jupiter's temples tho, "usually".
