First, you have to isolate the variable term (-2/3v). You can do this by moving -1/2 to the other side. Then, the right side would be 4/5+1/2. Make this side common by changing the denominators to being the same thing (8/10+5/10=13/10). Now, we know that 13/10 is equal to -2/3v. You can then divide both sides by -2/3 to get v. If you're lazy like me, just use a calculator to divide 13/10 by -2/3. What you get then is your answer!
