President Lyndon B. Johnson launched a war on poverty as part of his administration and one of the acts that came of the war was the Economic Opportunity Act which was designed to help disadvantaged Americans.
The Act recognized that some children from disadvantaged homes did not get the opportunities needed earlier on to develop cognitively, so it included the Head Start program to help these kids catch up to their peers.
In the face of it,it is the poorer nation that depends on agriculture as the mainstay of their economy. In most poor economy, agriculture is the main employer and the breadline of many subsistence families.
