Southern Italy covers the historical and cultural region that was once politically under the administration of the former Kingdoms of Naples and Sicily (officially denominated Regnum Siciliae citra Pharum and ultra Pharum, that is "Kingdom of Sicily on the other side of the Strait" and "across the Strait"), and which later shared a common organization into Italy's largest pre-unitarian state, the Bourbon-led Kingdom of the two Sicilies.[5][6][7][8][9][10] The island of Sardinia, which had never been part of the aforementioned region and had once been under the rule of the Alpine House of Savoy, is nonetheless often subsumed into the Mezzogiorno.[11][12]

  2. Reserve requirements: the Fed can increase the reserve-deposit ratio for commercial banks. In other words, commercial banks will have to keep more reserves as a percentage of the deposits they hold, and this increases the monetary base.

If it's the castle I am thinking of, then it is Lapalice Castle, in Northern Poland, near the Baltic port city, Gdańsk. If I remember correctly, they never got the required permits, and construction came to a halt. They were going to demolish it, but that too would cost money, so they simply abandoned it. It still stands (I believe) but remains unsafe to explore. Then again I lack context of the question so it could be an entirely different castle.
