Plants that grow in the canopy are directly exposed to sunlight and receives most of the light from the sun while plants that grow in the forest floor are least exposed to sunlight as the crowns of the plants in the canopy covers/masks them.

Based on this, the rate at which the plants in the canopy layer photosynthesize will he higher than that of the plants in the forest floor because the amount of sunlight is a determinant of the photosynthetic rate.
