MacArthur was appointed Chief of Staff of the Army to President Hoover at the age of 50, McLean, who was the youngest Major General in 1925, and remained in office for seven years until President Franklin Roosevelt. When veterans protested in Washington, demanding improved treatment, they were forced to disband under President Hoover's order. He used a lot of criticism from the soldiers, but the support from the conservatives was strong.

  When President Roosevelt tried to cut the army budget, the two men had the same ill-advised relationship in the face of each other. MacArthur, retired in 1937, served as an advisor to the Philippine federal government in preparation for independence, and was involved in Changgun. At this time, the person who used to be his direct subordinate was Eisenhower, an English officer who was late for promotion. MacArthur believed in Eisenhower's accurate job skills and committed a lot of work. Eisenhower admires MacArthur's genius, but he was so good, selfish, and critical of showmanship. MacArthur liked Eisenhower's honest attitude. MacArthur wants to hold Eisenhower for years, who wants to return to the mainland. Professor Stephen E. Ambros, who wrote the Eisenhower biography, sees exquisite expression.
