The term "tabula rasa" means "blank slate."

Locke believed that each of us were born with a blank slate. This means that our minds, according to Locke, were entirely blank -- without rules, preconceptions, or information. 

This slate would slowly be "filled in" by sensory experiences. Our sensory experiences, Locke believed, would add the information and the rules necessary to learn further.

In healthcare there a lot of news articles over various diseases like ebola, west nile ect.
if you wish to get information on curing or treating a disease as such, it is best to use a credible source.
if you do however use a non-credible source, you may try to use the information given from the article and maybe try to treat an illness but possibly fail or make things worse.
