Most of the fighting had taken place in the south, and this left the economy and cattle industry in ruins. Herds had been left un-managed during the war and had become half-wild by the time it had ended. Furthermore, the ruined economy meant there was little demand for expensive beef.

It was a bad decision on his part. Some may say his decision was good at the beginning but ultimately he made the choice to stay at war which led to a bad turn of events. Millions of dollars were spent on this and it wasn't even really successful, so I believe that was a poor decision.

I think that Hitler saw in Austria the chance to increase the number of loyal, German soldiers - Austrians speak German and are culturally similar so it was easy to include them into the German army and so quickly acquire a great number of loyal soldiers who spoke the language and shared the culture with the Germans.
