It depends.

Explanation:

Some people see health care as a right as every citizen needs health care to get check ups or to get assistance when sick. However it could also be a luxury as some health care are expensive and some citizens have a hard time obtaining it.

The answer is A. because it was already tiresome to get 9 nine states out of 13 states to vote on an amendment. 

Choice B. is incorrect because the British only required their war costs at the end of the Constitution. Choice C. is incorrect because the Virginia plan (large states) and the New Jersey plan (small states) took place after the Constitution. Choice D. was a major benefit, so that wasn't a weakness.

These people in the South had large farm plantations that they used the slaves to work on. The slaves were used to work on rice, cotton, tobacco, and corn fields.
