Answer: Americans paid more for Cigarettes and cigars than they did for the space program.

Explanation:

On September 12, 1962, President Kennedy gave a speech about the goals of the U.S. in terms of Space travel. He spoke of how the annual cost to prepare the U.S. to go to space was $5,400 million but then made a joke of how this amount was less than the amount that Americans paid yearly for cigarettes and cigars.

He then went on to state his view that America would be on the moon by the end of the 60s and this was accomplished in 1969.
