The phrase "dissolve the political bands" in paragraph 1 of the passage means to end the relationship with the government. In this case, "to dissolve" means to bring to an end, to terminate. It has to do with putting an end to whatever that used to bind these people together. They supported each other because they shared a particular ideology regarding politics but then it became necessary to drop it and to consequently assume among the powers of the earth.
