I would say probably voting
Americans stopped giving Japan things they wanted. Many Americans died and
the Japanese only had a few lost. The Americans also lost lots of ships and aircraft. Pearl harbor is an island so they were able to attack the island from above. If it wasn't a island the japanese would have had more trouble trying to get there and there would be more people nearby. Also the attack was unexpected
not too surer thinking The British had to travel across the Atlantic and bring supplies and soldiers. And the Americans believed they were fighting for something more meaningful than money
