The correct answer to this open question is the following.

You are the first to arrive at the scene of a crash, and there is an injured person. The first thing you should do is park your car at a safe distance from the accident to asses if the situation is dangerous for you or not. If not, you carefully approach the scene of the accident, check if there is not gasoline spilled or fire, and then yo call 911. You then signal the accident with your traffic triangles and turn your hazard lights so other drivers can drive carefully if they decide to help and they can pull over.  If you can and the victim is conscious, you can offer help if there is no risk at all but remember, never, ever move the victim.

As the Civil War began, the South’s strategy was to
ruslelena [56]
Defend until the North gave up--essentially the South believed they had more conviction than the North and that would win out.

The South had an idea to fight for and believed they could survive on their own. The South relied on their ports and did not have as many supplies as the North but they had something to fight for. The North lacked morale and a mission. It was also believed by some that the South had the right to leave and the North had no right to stop them through military action.

Oversight and public education are examples of what type of Congressional functions?
Gnoma [55]
Oversight and public education are examples of "implied" Congressional functions, since although they are not explicitly mentioned in the Constitution, they are included in Congress's wide-reach power to regulate interstate activity.

Cities and civilizations are recent inventions.
GalinKa [24]
This is not true. Cities and Civilizations go back to the time of the Agricultural/Neolithic revolution around 7 000 years ago.  For example, we have archaeological evidence for cities from this time.

However, the question depends on the interpretation of "recent": compared to the time span of evolution from Most Recent Common Ancestor with Chimpazees (5 million years ago): this is very recent.
