In the case of the excerpt presented the mother believes she had invented a suitcase with little wheels but she soon realized it was the invention of someone else, because of this she feels upset but then realize there is nothing she can do about the situation and because of this she tells to her daughters "There is no use trying to drink spilt milk, that's for sure" which means the mother will not waste time in some situation that cannot be solved or change instead she will  spend her time in more important issues she is concerned about. This means, in this excerpt the mother Laura means to express to her daughters "she does not want to dwell on something that cannot be changed".
