Locke believed that human nature allowed people to be selfish.

This is apparent with the introduction of currency. In a natural state, all people were equal and independent, and everyone had a natural right to defend his "life, health, liberty, or possessions."

Locke favored a representative government such as the English Parliament, which had a hereditary House of Lords and an elected House of Commons. But he wanted representatives to be only men of property and business. Consequently, only adult male property owners should have the right to vote.

After reconstruction ended, lynch mobs still existed, the KKK ran rampant, poll taxes, literacy test, and other restrictive measures stopped them from gaining any political clout, socially they were still viewed as inferior by many people, and economically they were unable to gain advantageous positions and become monetarily comfortable enough to gain a middle-class identity.
