The Bill of Rights are the first 10 amendments in the Constitution. These were put in after people wanting certain freedoms and rights in America. Federalists supported the amendments along with the Constitution because it gave people individual liberty, but Anti-Federalists felt as if the Constitution and its amendments gave the President and government too much power and the people should essentially self-govern and make their own laws.

This is kind of a hard question to answer, simply because there are many causes of genocide, one of the main causes is simply because the race being genocided ) is just a scapegoat. War and economic crisis are the main cause for this. sometimes it involves religious beliefs and political beliefs. It is really quite hard to explain why genocide still occurs, but for the most part it is hard to blame one factor for genocide because it is a combination of many factors at play.

In summary it involves war, politics, and economics with many choosing to place the blame on others as a way to accuse regardless if they are at fault or not.

An example would be the holocaust when hitler blamed the Jews for the country's defeat, and believed that Germans were the pure race.
