Answer:

Well I think if we put this in perspective people like Mao Zedong (one of the most evil man in history) put his people through torture by forced labor, famine, and executions although he is thought to have modernized china his actions killed millions. so I think the way I see it playing out in Africa is the leaders abusing their power for financial gain from his people like say raising up the taxes or raising up the bills even rent these are all contributing factors of this being not helpful and also sadly its own downfall in the process.

There are a lot of droughts in Africa so to get better farms you need irrigation. With the wealth of Africans, they can't get all they need for irrigation. Animal protection is big too. There are a lot of poachers in Africa that hunt animals. For Africa to protect their wildlife, they need money. I hope this helps.
