I disagree with that statement.

Explanation:

In state-owned enterprises system, the government took complete control over all business establishments that exist in a country. It run based on the assumption that if we make the whole economy become centralized , it will eliminate all forms of inequality that exist in the society.

But historically, this system always resulted in economic failures.

The wealth in a country who adopted state-owned enterprises tend to be accumulated toward government officials rather than the people.  Since news media also considered a business enterprises, all the journalists who dare to provide negative coverage over such practices tend to be treated as criminals.
