Roosevelt viewed Germany as the greater threat to freedom. Hence, he leaned towards a “Europe First” strategy, even before the United States became an active belligerent. That meant that the United States would concentrate the majority of its resources and energies in achieving a victory over Germany first and then focus on defeating Japan. Within Europe, Churchill and Roosevelt were committed to saving Britain and acted with this goal in mind, often ignoring the needs of the Soviet Union.
