The preamble to the constitution is not long, here it is: 

"We the People of the United States, in Order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defense,<span> promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution for the United States of America." 
</span>
The following phrases are relevant for us: 

insure domestic Tranquility,
- this can be understood as keeping the domestic peace - and I would say that this is the best answer

provide for the common defense, 
- I would interpret this as protecting the citizens from foreign invadors


promote the general Welfare- this corresponds to answer B - <span>B. To ensure that citizens are happy and wealthy</span>. 

So actually, options B,C and D are correct.  (but C is the strongest one, in my opinion)

You could include things that persuade the listener that you are better than everyone else, But be smooth about it. you are not trying to really be the treasurer, you are just giving reasons. Example: I love math, I am good at it, I am responsible, etc. You can drag these out if you need to. Another thing, if you are having a brain fart, write an introduction exlaining who you are(name, age, etc.). I think that's an efficient way to forcibly get started
