After the war, he was appointed to Georgia's Freedmen's Bureau. He moved to Macon during the Reconstruction era, and in 1868 he was appointed to the state legislature.

He started two journals, The Voice of Missions (1893–1900) and the Voice of the People, to promote immigration (1901–1904). Between 1895 and 1896, Turner organized two ship trips that carried over 500 people to Liberia.
