Even though taxes are mentioned it is never clearly stated that Britain wants the Americans paying higher taxes than them. The most important part of that paragraph were the first two sentences where the British expressed their expectations of the Americans to take more responsibility and defend themselves. This may involve paying taxes yes, but not necessarily higher ones that the citizens living in Britain pay.
