Explanation:

The narrator was obviously conscientious about the factors that contributed to global warming such as plastic bags. He, therefore, resorted to the use of little knit grocery bags which  served as a good way of recycling. Sometimes, though, he found it challenging taking note of all the requirements of recycling and that was why he asked, "wasn't that enough?". This statement indicates exhaustion or someone that was doing too much.

We can deduce that the narrator was overwhelmed by the precautions needed to fight against global warming.
