If you're talking about WWI then their military was restricted heavily, they had war reparations, and all of this was topped off with out of control debt and inflation. Essentially, everyone was mad and poor.

D. Our society needs trained leaders to serve in government and private institutions.
Examine carefully the other options. All of them point to self-interested motives, rather than civic-minded motives. Choice A says YOU want to get a great job. Choice B has YOU wanting to get close to political power (and thus have some power yourself). Choice E wants to pad YOUR personal reputation. Those are, ultimately, self-oriented motives.
Civic-mindedness has to do with serving as a citizen on behalf of other citizens and the society in which you all share. Civic-minded motives are those which are not about yourself, but demonstrate commitment to the public good and to your fellow human beings in society.
Choices C and D are the options that show genuine civic-mindedness.
