I believe the answer is yes. the pencil is 19cm tall while the beaker is is 17cm. the beaker is also 8cm wide meaning the pencil will lean in the cylinder and the width of the cylinder takes at least 4cm away from the pencil since the pencil is leaning.

17² + 8² = C²       17² = 289  8²=64
