After the Russian Revolution of 1917, the Communist party led by Vladimir Lenin established the first Communist form of government known as the Union of Soviet Socialist Republics. It was based on a network of labor councils, formed by workers, peasants, and soldiers that worked in every city. These federal assembles were the fundamentals of the Soviet power. Above all of these soviets, there was the Supreme Soviet which was the central government and highest authority.
