What does Lincoln proclaim in the Emancipation Proclamation?

Because, if you read closely and carefully it says "all persons held as slaves within any State or designated part of a State, the people whereof shall then be in rebellion against the United States, shall be then, thenceforward, and forever free."
Kennedy at the time, being the youngest presedent in the running, seemed like a brash immature person when compared to nixion, a mature person with many achivements under his bel, oh how they were wrong :/
