Not long ago, citizens in some states had to pay a fee to vote in an election. This money was called a poll tax. The 24th amendment was important to the Civil Rights Movement as it ended mandatory poll taxes that prevented many African Americans. Poll taxes, , effectively prevented African Americans from having any sort of political power, but greatly in the South. When the 24th amendment passed, five southern states, Virginia, Alabama, Texas, Arkansas, and Mississippi still had poll taxes.

On January 23, 1964, the U.S. ratified the 24th Amendment to the Constitution, prohibiting any poll tax in elections for officials. The Congress has the power to enforce this article by appropriate legislation. If a citizen does not have enough money to pay poll tax to vote, it would be unconstitutional to not let those people vote.
