A unicameral legislature has only one branch and the Articles of Confederation established a legislative power that was carried out by the Congress of the Confederation.  

The members of Congress were chosen by the legislatures of each state and there were 13 states in total.  

A majority of 9 votes were needed to pass a law.  Each state had one vote regardless of its size of population.  

The only action that required a unanimous vote was the amendment of an already existing law.
