Thomas Jefferson approved the deal and used his constitutional power to sign treaties to buy the land. Napoleon Bonaparte sold the land because he needed money for the Great French War. The Louisiana Purchase of 1803 brought into the United States about 828,000 square miles of territory from France, thereby doubling the size of the young republic. One of the aspects of the hunter-gatherer lifestyle was that those are/were roughly egalitarian societies, with little social order and relative gender equality - the opposite is the case in case of the  the settlers. 
Also, hunter-gatherers have less seasonal lifestyles than the settled agrarian people, who would often perform actions almost a year before they could claim any benefits from them.
