The Berlin Act was a work product of the Berlin Conference of 1884 wherein Otto Von Bismarck entered Germany into the mix for the colonization of Africa.
The Berlin Act marks the beginning of the true formal scramble for Africa as European Nations fought for land on the African continent.
Technically, when people are attacked by their own government, or when they are denied equal access to education, it is the job of their fellow citizens to protect them, since the citizens should always rise up and demand justice when a government acts tyrannically.
