To determine whether a government is limited or unlimited, you could look at how each government handles the power. In a limited government, leaders are elected by the country's citizens, and if the people don't agree with the decisions of their leaders, they can reelect or replace the representative. An example of a country with a limited government is United states, south Korea, Kenya, and their head of government is called a president/ prime minister. In an unlimited government, citizens are rarely allowed to have a say in government decisions. And if there are elections, most of the candidates have similar ideologies, will lose in a rigged election to the existing leader, or are from the same party as the current leader. An example of a country with a unlimited government is Azerbaijan, peoples republic of China, Russia, and their head of government is called a dictator. In conclusion, there two forms of government are different because authoritarianism and liberalism are inherently different in scope, ideology, and structure making them impossible to group together.
