Using public funds, hundreds of schools were built across North Carolina, wages of teachers were increased, school terms were lengthened, and hundreds of public libraries were built. By the end of his term, 599 schools for whites and 91 for African Americans had been built. For his work in improving and expanding public education, he was known as the "Education Governor"
