Answer:
1. Out of three Natural Rights discussed, I believe that the liberty of the people is the most important Natural Right.
2. I believe liberty is the most important Natural Right because of its history in the world. In the history of human civilization, slavery and restricting rulership has been a fairly common event that seems to pop up in different history books across the world. In the present day, however, the people have worked for their freedom and fought for it, making the two mentioned scarce (but not completely illegal in some countries). It was something that humanity as a united force worked toward, and while there isn't actually that much freedom in terms of travel and exploration, this right to remain free is something that should remain in this world.
3. The government should protect this natural right through the way that they have done so far, by keeping national and international order with laws and rules. The government holds the political power in the nation, and has the right to create and (to an extent) enforce laws, and it should use its power to protect the rights of the citizens (social contract). The government could influence the public in a good way that promoted equality and liberty, and try to give its citizens the rights they were born with and deserve as human beings. The National Rights are all important in their own ways, but in my opinion liberty is the most important, for living with too many restrictions and having all of our decisions controlled by another person isn't really living at all.
