I think it's difficult to compare and differentiate these two statements because they both are true. In different cultures we can see different relation to time. In some <span>Eastern cultures we find attentive attitude to time. There are a lot of affirmation about time and how to spend your time on the planet and how to live your life - fast or slowly and what is better way to live your life.</span>
<span>Punctuality is a sign of good manners and upbringing. Not depending on the culture you consider yourself.</span>
