What this political cartoon depicts is the end of the Hebert Hoover administration and the arrival of new United States President Franklin D. Roosevelt to the White House.

Roosevelt in "cleaning the house" of all the mistakes made by Hoover, including not helping the poor American people that lost their jobs during the Great Depression after the stock market crash of October 29, 1929.

President Roosevelt arrived at the White Huse with a solution called the "New Deal," which a series of programs and legislation aimed to offer help to the United States citizens in trouble during the worst economic crises lived in the US.

On the other hand, former President Hoover's belief in "rugged individualism" shaped his responses to the Great Depression in that he thought that the government was not obligated to directly help people in need. Each individual had to develop their own ways to overcome adversity.

The term "Rugged Individualism" refers to the American idea that every individual is capable to solve things without the support of the government or any social program.

President  Hebert Hoover did practically nothing to help the American citizens in need. That is why Franklin D. Roosevelt won the elections.
