ce /cet= masculin sing
cette = féminin singulier
ces = masculin  and féminin pluriel

cet = example = cet imperméable . Imperméable (raincoat) is masculine
      but you've two vowels if you say ce imperméable...that's why you add a "t" and say "cet" (masculine) imperméable
As you would not say "ce homme" but "cet homme"  or "cet hôpital" and not "ce hôpital". The "H" doesn't count in those cases. 
Same : cet arbre (arbre-tree- is masculine but the first letter is a vowel....
