Answer:

McKinley believed that if he were to allow the United States to give Europe the Philippines back, the United States would be seen as cowards; as they are practically surrendering themselves back to Europe. Efforts of the American Revolution could be at hint, as the United States yearned to be independent to Europe and never back down to them again, which could add to the imagery of being seen as cowards and suck-ups toward England. McKinley believes that the Philippines need a proper government and watchful eye to look over them; which is what the United States were to provide in his eye, not England.
