Under the Articles, the federal government had power to declare war, make alliances, and a few other duties. The main power lied in the states' hands. The Constitution made the federal government have more power. It also created 3 branches of government (executive, legislative, and judicial) rather than only one (legislative).

Virginia was founded primarily for the purpose of profit by the joint-stock owned Virginia Company of London. It was also important in giving England territorial claims in America to match Spanish and French expansion, and to also give England markets and resources in the New World.
The English created new taxes on the colonists, who claimed that only their own elected representatives had that power.
