Explanation:

Electorate represent the amount of vote that a state can cast out during the presidential election. This amount of vote is influenced by the amount of population that the state has. In order to expand it, the state need to do something that increase its population.

eliminating age restriction in voting will not necessarily change the number of population in that area. This is why it can't be considered as an effort to expand the electorate.
