1 - "Instead of focusing on quantity, the government should focus on quality".  

He says this to show that the new generation should be equipped with knowledge, education, technology and science, and then they will be able to compete with the rest of the world.

2- “We must stand shoulder to shoulder to serve the best interest of our country and citizens”.

This advice refers to the fact that the public servants should work hard and understand the people’s situation to create a better atmosphere in the society and country.  

3 – “It’s our job to provide the required facilities and eliminate routine and bureaucracy”.

This advice refers to the fact that even though nine senior officials retired, a day after he conducted a surprise spot check of government offices and found a significant number of employees absent.
