Answer:

1. The purpose of the Federalist papers was to encourage and urge others currently in opposition to support the ratification of the new Constitution of 1787, one that would replace the Articles of Confederation. 2. The writers of the Federalist papers were eventually successful because New Hampshire ratified the new Constitution and soon after so did New York and Virginia.

Explanation:

Example: They did not achieve their original goals because 2/3 of New York's delegates were still in opposition, and were going to remain in that position until it would be amended with a Bill of Rights. Eventually, New York ratified it though.

When it came to the foreign policies, the United States were not really pleasant towards the rest of the world. Besides the somewhat imperialistic policies that they had displayed, they fought others in terms of economy and migration. There were numerous laws introduced that prevented people form foreign countries from immigrating which wasn't liked by the other countries, while high tariffs made sure that exporting goods to the US was very difficult which was also problematic for various foreign countries.
